MARITIME Industry Authority (Marina) Administrator Sonia Malaluan appealed to Filipino seafarers to meticulously read and understand the necessary requirements and procedures for processing their essential documents. The call comes in response to challenges faced by the agency due to a high volume of incomplete or unqualified applications.

At a Philippine Information Agency (PIA) press conference on April 25, 2025, Malaluan addressed the thousands of applications Marina receives daily. She said that a significant number of these submissions lack the required documentation or fail to meet the necessary qualifications, consequently slowing down the processing timeline.

"I appeal to our seafarers to please carefully read and understand what documents and processes are required," Malaluan said.

"Out of the thousands of applications we receive, many have incomplete documents or the applicants are not qualified, which inevitably delays the process."

She emphasized that a common misconception among applicants is that simply submitting an application guarantees approval. This misunderstanding, coupled with incomplete submissions, significantly contributes to processing delays.

To mitigate these issues, Marina has been actively improving its digital platforms and resources. These efforts include the development of new online portals and comprehensive information materials designed to provide seafarers with clear, step-by-step guidance through the application process.

"It would be a significant help if everyone reads and understands everything first," Malaluan emphasized.

While assuring the public of the agency's unwavering commitment to streamlining its processes, Malaluan stressed that the cooperation of Filipino seafarers is paramount in avoiding unnecessary delays in securing their crucial maritime documents.
